Putting a cart before the horse

I think that timetable of Scholarships allocation (before the actual presentation submission) is not optimal. Scientific conferences first consider the proposals and only then allocate the funds according to the merit of them. As a result we now have very interesting proposals whose authors didn't get scholarships and don't have money to attend. The Wikimania Scholarships should not be mainly the reward for a "significant contributions in the past" because the sucess of a meeting 90% depends on the quality of speakers.--Victoria 09:31, 19 May 2010 (UTC)[reply]
